Law Enforcement Guidelines
Effective date: June 24, 2026
1.Introduction
These guidelines are for law enforcement officials seeking information from TeleRadar in connection with official investigations. They describe the types of data we maintain, the legal process required to obtain it, and the procedures we follow when responding to requests.
TeleRadar respects the privacy of its users and will only disclose user information in response to valid, binding legal process or in genuine emergency situations involving imminent risk of death or serious bodily harm.
2.Legal Process Requirements
We evaluate each request individually and require the following legal process depending on the type of data sought:
- Basic subscriber information (name, email, account creation date): Valid subpoena, court order, or equivalent legal process
- Connection and usage logs (IP addresses, login timestamps, feature usage): Court order or equivalent demonstrating relevance to an ongoing investigation
- Message content and workspace data (forwarded messages, filter configurations, AI summaries): Search warrant issued by a court of competent jurisdiction, or equivalent process meeting probable cause standards
3.Types of Data We May Disclose
TeleRadar may hold the following categories of user data:
- Account data: Name, email address, account creation and last login dates, subscription plan, payment method type (no full card numbers)
- Connection logs: IP addresses, user agent strings, login/logout timestamps (retained for 12 months)
- Workspace configuration: Connected Telegram channels, forwarding rules, filter settings, webhook endpoints
- Message data: Forwarded message content, AI-generated summaries, message metadata (retained per workspace configuration, default 90 days)
We do not retain data indefinitely. Specific retention periods are described in our Privacy Policy.
4.What We Require
All legal process requests must:
- Be issued by an authorized government entity with jurisdiction
- Be served in writing (electronic service accepted via the contact information below)
- Identify the specific TeleRadar account(s) by email address or unique user identifier
- Specify the precise categories of data sought
- Include the name, badge number, and direct contact information of the requesting officer
- Include the case number and a brief description of the investigation
Overly broad, vague, or legally deficient requests will be narrowed or rejected. We may seek clarification or challenge requests that we believe are legally insufficient.
5.Emergency Requests
We may voluntarily disclose account information to law enforcement without legal process when we believe in good faith that an emergency involving imminent risk of death or serious physical injury requires immediate disclosure.
Emergency requests must be submitted by a verified law enforcement official and should include:
- A description of the emergency and the imminent threat
- The specific data requested and how it relates to the emergency
- The identity of the person(s) at risk
- Official law enforcement credentials
Submit emergency requests to emergency@teleradar.org. This inbox is monitored outside normal business hours.
6.User Notification
Unless legally prohibited (e.g., by court order, gag order, or applicable law), TeleRadar will notify the affected user(s) before disclosing their information. Notification will include a copy of the legal process received, unless prohibited.
If we are prohibited from notifying the user, we will do so as soon as the prohibition expires, unless we determine that notification would be futile or that the account has been terminated.
7.Data Preservation
We will preserve account records for 90 days upon receipt of a valid preservation request from law enforcement. Preservation requests must identify the specific account(s) and reference the pending legal process.
Extensions of preservation may be granted upon receipt of a formal extension request before the initial 90-day period expires. Preserved data will be released if we do not receive valid legal process within the preservation window.
8.Cost Reimbursement
TeleRadar may seek reimbursement for costs incurred in responding to legal process, as permitted by applicable law. We will provide a cost estimate before processing requests that require significant resources.
9.International Requests
We respond to legal process from international authorities through the following channels:
- Mutual Legal Assistance Treaties (MLATs): Requests routed through the appropriate MLAT process
- Letters rogatory: Formal requests issued by foreign courts
- EU/Turkey cooperation agreements: Requests from EU member states and Turkish authorities under applicable bilateral agreements
Direct requests from foreign law enforcement that do not follow these channels will generally not be honored unless an emergency exception applies.
